About the ILRF
VISION
A network of Federal labor relations professionals sharing resources, knowledge and experience to provide proactive leadership in supporting the pubic interest through effective labor-management relations.

CHARTER
- Name and Purpose
- This organization shall be known as the Interagency Labor Relations Forum (ILRF).
- The ILRF is established as an organization of labor relations practitioners serving Federal Departments and Agencies.
- The purpose of the ILRF is to:
- Foster collegial dialogue on Federal labor relations matters among management representatives
- Serve as a forum for developing and addressing labor relations program issues;
- Promote cooperative labor management relations; and
- Encourage and support the professional development of participating members.
- Officers, Elections, and Terms of Office
- The officers of the ILRF shall consist of a Chair or Co-Chairs (Chair), Vice Chair, and Secretary, each of whom shall be elected bi-annually by the membership present at a regular meeting. Should any office become vacant during the term of office, the Chair may appoint an Advisory Board member to fill the vacancy.
- Duties of the Officers
- The Chair shall preside at all meetings of the ILRF, establish committees, appoint committee and Advisory Board members, and carry out all other administrative tasks normally associated with the position of Chair.
- The Vice Chair shall assist the Chair, carry out the duties of the Chair in the absence of the Chair, and serve as a liaison to all committees.
- The Secretary shall prepare and distribute written notice of meetings, prepare and distribute minutes of meetings, prepare correspondence, and maintain the ILRF records.
- ILRF Advisory Board
- An ILRF Advisory Board shall be established to provide advice, guidance, and support to the ILRF Officers in the administration and management of the ILRF.
- The ILRF Officers shall be permanent members of the Advisory Board. The Chair may appoint other members to the Advisory Board from among ILRF members who volunteer to serve and who assure the Chair that they have the time and personal commitment to give to the task.
- The Advisory Board, including the ILRF officers, shall consist of up to but no more than 14 members. The Chair shall determine the number of Board members.
- In appointing individuals to serve on the ILRF Advisory Board, the Chair shall endeavor to obtain representation from the following:
- Large and small Departments and Agencies.
- Civilian and military Departments agencies.
- Active and retired labor relations professionals.
- Both experienced less experienced labor relations professionals
- Meetings of the ILRF Advisory Board shall be scheduled and held at the discretion of the Chair. The presence of five members shall constitute a quorum of the Board for the conduct of business.
- Committees
The Chair, or the membership, may establish committees and appoint committee members, including committee chairs, to conduct the business and further the interest of the ILRF and its members. Each committee is expected to report regularly on its activities to the ILRF and to file such written committee reports as may be requested by the Chair or Vice Chair.
- Membership
Membership is open to:
- Any Federal government employee who is involved in or administers a Department’s or Agency’s labor relations program on behalf of management.
- Members in good standing who leave Federal service, or individuals who leave Federal service but continue to be actively involved in Federal labor relations issues in support of management or as a neutral (for example, as a consultant, trainer, academician, or writer), provided they were involved in or administered a Department’s or Agency’s labor relations program on behalf of management when Federally employed.
- The ILRF Chair in consultation with the ILRF Advisory Board will resolve questions regarding membership eligibility.
- Meetings and Notice of Meetings
Meetings of the ILRF shall generally take place monthly, at the discretion of the Chair. The Chair, in consultation with the Advisory Board, may decide to meet less frequently or more frequently. Notice of the date, time, and place of meetings shall be given to all members.
- Voting
Ordinarily, decisions of the ILRF shall be made by consensus of the ILRF Advisory Board. However, when consensus is not possible, decisions will be made by a majority vote of those present. Each attending member at a meeting shall have one vote on all matters coming before the ILRF.
- Amendments
This Charter may be amended by a two-thirds vote of the Advisory Board members in attendance at an Advisory Board meeting. Written notice of any proposed amendment must be given to all ILRF members in advance of the Advisory Board meeting at which such vote will be taken.
